The AN-38 is basically a stretched development of the Antonov AN-28 and
was designed as a replacement for the Antonov AN-24’s, LET L-410,s and
Yak-40’s which are currently in service with smaller East European
airlines. The Indian Air Force has shown interest in acquiring up to 10
examples.
