The Avia company was founded by Francis Lombardi at Vercelli, Italy in
1938. The prototype FL.3 was first flown with a 45hp(33kW) Persy 11
engine which was subsequently upgraded to the 60hp CNA when the type was
selected as an ab initio trainer for the Italian Air Force. Of the total
built, 20 were for the Croatian Air Force. During World War 11 the
Germans appropriated about 250 for communications duties. Today around
three out of a dozen survivors remain airworthy, some powered by a
65hp(48kW) Continental A65.
